Objective:
To assess the current state of Syria’s healthcare system—especially in the Rojava region—in the aftermath of the fall of the Assad regime. The project aimed to examine the devastating impact of over a decade of war, including the systematic destruction of healthcare infrastructure and the deliberate marginalization of the region by the former Damascus government. The gathering served to outline a joint roadmap for rebuilding the health sector and ensuring equitable access to medical services for all.

Activity Report:
The Rojava Doctors’ Union organized this expanded consultative meeting with the goal of evaluating the healthcare situation in Northeastern Syria and laying the foundations for a coordinated recovery strategy. The discussions focused on the structural collapse of the sector and proposed actionable solutions for reconstruction.

Assessment of the Current Health Situation:
Extensive collapse of healthcare infrastructure due to war and years of neglect.
Acute shortage of qualified medical personnel due to forced migration and displacement.
Severe lack of medications and essential medical supplies.
Dysfunction or closure of numerous hospitals and health centers.
Key Challenges Identified:
Lack of official governmental support following the regime’s collapse.
Weak coordination between civil entities and humanitarian organizations.
Urgent need to rehabilitate and equip existing hospitals.
Necessity to train a new generation of local healthcare workers.
Proposed Solutions and Strategic Recommendations:
Establishing a Central Health Committee in Hesekê responsible for coordination and strategic planning.
Appealing to international organizations to support health system reconstruction.
Launching an Emergency Health Program to provide primary healthcare in the most affected areas.
Offering scholarships to local students to study medicine and nursing.
Creating a comprehensive database to document existing healthcare facilities and medical personnel.

- Cosmetic Clinics Regulation Law

Objective:
To regulate the operation of cosmetic clinics in Rojava through the formal adoption of a legal framework, in collaboration with the Health Authority. The project aims to enhance public health protection by reducing medical errors and malpractice, ensuring professional oversight, and setting clear, enforceable standards for licensing and operation. It also seeks to safeguard patient rights by requiring that clinics employ qualified medical professionals, including physicians, technicians, and biomedical engineers.

Project Summary:
In response to the rapid and largely unregulated growth of the cosmetic sector in Rojava, the Rojava Doctors’ Union led a legislative initiative to develop and implement a comprehensive regulatory law for cosmetic clinics. Developed in close coordination with the Health Authority, the law was designed to elevate safety, accountability, and professional standards within the sector.
The framework addresses several critical areas:
Defining medical aesthetics and establishing a legal distinction between cosmetic salons and specialized medical cosmetic centers.
Implementing rigorous licensing criteria, encompassing medical, technical, and safety requirements.
Enforcing health oversight through inspections and compliance monitoring.
Minimizing clinical risks associated with non-specialized procedures by unauthorized providers.
Mandating the presence of certified personnel, including physicians with relevant specialties, trained medical technicians, and biomedical engineers.
